Per the RTE website, the railway line between Grand Canal Dock and Sydney Parade is closed due to flood related damage to the bridge over the River Dodder south of Lansdowne Road DART station.
The Dodder has quite a reputation for flooding and in fact, the opening of the Dublin and Kingstown Railway (now part of the DART) was delayed by two months as the wooden bridge built to span the Dodder was washed away in a flood. The local residents blamed the railway for the flood (unlikely). As compensation to quell protest, the D&KR built the path that runs alongside this section of the Dodder.
